Resumen de una tesis de Maestría


Resumen de la Tesis de Maestría en Ciencia Política de Alfredo Ascanio de un total de 218 páginas que obtuvo Mención de Honor en Abril de 1986.

Ascanio siempre fue consecuente con su línea de investigación en Ciencia política. Se había interesado en el discurso político. Su tesis de maestría titulada : ¿Qué dice la prensa del discurso presidencial?, surgió de la idea de buscar en los diarios de elevada circulación las noticias y comentarios sobre lo que para un año determinado se decía sobre el discurso del presidente de ese momento.

Al comienzo la idea fue un asunto vago,pero en la medida en que se consultaba, en la Biblioteca Nacional, la hemeroteca de la prensa venezolana, surgió la siguiente reflexión : ¿Qué aspectos influyen para que los medios de comunicación social aprueben o desaprueben lo que se dice en el discurso político presidencial?.

La idea original consistió en estudiar solamente un género periodístico, es decir : la noticia; pero luego de una larga conversación con el tutor fue necesario considerar también el género de los escritos de opinión y en una muestra de periodísticos de elevada circulación, a fin de cubrir el primer discurso presidencial, los discursos intermedios y el discurso del cierre del ejercicio gubernamental.

El objetivo de la tesis fue determinar si existía una divergencia entre el discurso del presidente y el discurso de la prensa escrita al referirse a lo que el Presidente comunicaba mediante una comparación de 2.004 oraciones tabuladas para ambos discursos.

Las razones que motivaron esta investigación servirían para demostrar el poder de los medios y sus propios intereses, cuando se refiere al hecho político. La tesis no fuese solamente descriptiva sino también evaluativa.

Una explicación tentativa de los posibles hallazgos surgieron no sólo de lo que se había postulado en investigaciones anteriores sino de las generalizaciones empíricas relacionado con el planteamiento del problema, pues si surgía un acuerdo entre el discurso del presidente y de la prensa escrita los mensajes serían positivos y tolerantes, por el contrario si surgía un desacuerdo entre ambos discursos habría que indagar en que área surgía la diferencia; pero la hipótesis establecida fue que la prensa venezolana ,en su mensaje político, era complaciente con actitudes y valores superficiales y con un mensaje que por lo general es “suma cero”, para no comprometerse, pero que al tocarse el tema económico allí sí reaccionaría para cuidar sus intereses.

Se quería conocer : cuál era el perfil comunicacional del Presidente de la República en el tiempo breve de sus cinco principales discursos relativos al primer año de su gobierno, donde existió la intención de pasar de la democracia política formal a una democracia de mayor contenido social. Y también el perfil comunicacional de la prensa escrita, al conocer el discurso del jefe del gobierno.

El enfoque no hay duda fue de lo que se denomina sociología política y fue necesario cubrir el marco referencial más relevante dentro del área de este conocimiento para precisar la investigación propuesta.

Las referencias biográfica consultada fueron 90 piezas descriptivas y analíticas sobre el análisis del texto, el análisis de contenido, crisis, conflictos y consenso, comunicación de masas, sistema político y discursos, retórica y populismo, la naturaleza de la noticia, la opinión pública, el lenguaje de la prensa escrita,tratamiento periodístico de la información,semiótica de la comunicación, los sistemas políticos, entre otros temas.

La metodología utilizada fue el Análisis de Contenido descriptivo y evaluativo ( la Agenda-Setting). La muestra de la prensa seleccionada dependió si era una prensa de la Capital o de la Provincia, de la circulación del número de ejemplares/día, del número de páginas por diario y de las fechas sobre el contenido. Según la circulación de ejemplares diarios el 83% del total de los periódicos seleccionados presentaron elevada circulación como El Universal, El Mundo, Panorama, Ultimas Noticias y el Nacional; y en cambio el 17% fueron diarios de baja circulación como El Diario de Caracas, El Carabobeño, El Tiempo y el Impulso.

El 52% de los diarios capitalinos presentaron un número alto de páginas y el 26% un número bajo de páginas; en cambio, para los diarios de la Provincia el 18% presentaron un número elevado de páginas y el 4% un número bajo de páginas. Así pues, la cuota, según el tamaño de la muestra fue que en un 78% serían analizados diarios de la Capital y un 22% diarios de la Provincia.

En cuanto a las fechas para el análisis ello demostró que los tres o cuatros días siguientes a la locución presidencial se realizaba el mayor número de noticias y de opiniones sobre ese discurso. Fue entonces necesario establecer los días óptimos para el análisis, según las 5 piezas discursivas del presidente. Se seleccionaron 18 días para el análisis con un sistema de muestro rotatorio según el “peso” que le correspondia a cada cuota muestral, para cubrir 2.004 unidades de información que serían tabuladas en informaciones positivas (+), informaciones negativas (-) y las informaciones neutras (0).

Del 100% de Unidades de Información el 23% correspondió a los diarios Ultima Noticias, El Mundo y El Universal para las primeras tres fechas del análisis: el 33% correspondió a los diarios El Nacional, Panorama y el Diario de Caracas para las tres fechas siguientes; el 13% para los diarios Ultima Noticias, El Mundo y El Universal pero para las tres fechas intermedias; el 18% para los diarios El Nacional, Panorama y Ultima Noticias para la fecha anterior al finalizar el año; y el 13% que correspondió a los diarios El Mundo, Ultimas Noticias, el Carabobeño, el Impulso y el Tiempo, para las fechas finales del año.

Como se puede observar la selección de la muestra para un análisis de este tipo es compleja, pues las unidades de información que le corresponde a cada diario no sólo depende de su circulación y del número de páginas, sino también de las fechas en que el diario se “anima” a comunicar, lo que dio o rigen a que, por ejemplo, El Nacional y el Diario de Caracas ganaran en importancia en la muestra debido al “peso” que tuvo su rol de informar, mucho más que los otros diarios. Igualmente Ultimas Noticias, El Mundo y Panorama perdieron “peso”, debido a su rol informativo, no obstante que eran diarios de elevada circulación. Es importante señalar que el género informativo (noticias) y el género de opinión ( artículos de escritores) presentaron casi el mismo “peso” o importancia (43% y 50%) y los editoriales, o posición del diario como negocio, apenas un 7%.

Las 2004 oraciones temas (unidades de información) analizadas en el discurso presidencial dieron origen a 400 párrafos.

Si bien es cierto que la selección de muestra con un sistema de cuotas y de “pesos” fue un elemento básico para asegurar un análisis adecuado, el sistema de categorías adoptado, para “atomizar” la información y poder contar frecuencias según cada elemento de ese sistema de categoría, era un asunto básico. Las categorías mayores fueron : el diagnóstico (hablar del pasado); las aspiraciones para el futuro (hablar de un nuevo pacto social); las negociaciones ( para establecer responsabilidades) ; y las medidas de política económica y social (el lenguaje de la acción). Estas categorías mayores se dividieron en sub-categorías.

Las sub-categorías en número de 36 asuntos encontrados en los discursos 5 presidenciales y en la sumatoria total de todos los discursos, dieron origen a 358 frases temáticas ( unidades de información) para el primer discurso ( con 153 frases positivas. 148 frases neutras y 57 frases negativas); el segundo discurso presentó 310 unidades de información (con 142 frases positivas, 124 neutras y 44 negativas); el tercer discurso presentó 206 unidades de información (con 97 frases positivas, 91 frases neutras y 18 frases negativas); el cuarto discurso presentó 429 unidades de información ( con 212 frases positivas, 155 neutras y 62 negativas); y finalmente, el quinto discurso de cierre anual de gestión presentó 701 unidades de información ( con 405 frases positivas, 240 frases neutras y 56 frases negativas). Del total de los 5 discursos con sus 2.004 frases temáticas o de información, 1.009 fueron frases positivas (el 50% del total); 758 frases neutras (38% del total); y 237 frases negativas (12% del total). Un discurso presidencial cuidadosamente optimista.

La prensa escrita presentó sus 2.004 unidades de información así: el 36% fueron frases negativas, 40% frases positivas y el 24% frases neutras.

Las frases positivas de la prensa fueron de apenas 1,1 veces mayor a las frases negativas, es decir un discurso “suma cero” muy prudente.

Pero la prensa escrita no estuvo suficientemente persuadida de las aspiraciones presidenciales para solucionar la crisis. La prensa se comprometió mucho más con el primer discurso presidencial que fue un discurso más conceptual,pero no se comprometió con el discurso de las medidas económicas, ni problematiza el tema político.

It's not a little bit optimistic to be establishing a list of best careers now, at the tail end of a particularly hard-knocks recession that has helped put 15.4 million Americans out of work. That's particularly so because no industry or occupation was spared the misery of layoffs, hiring freezes, benefit cuts, and general anxiety.

But some industries were much safer harbors for workers than others. Healthcare, most notably, managed to expand its payrolls, though not at the clip customary for a healthier economy. It's clear that the recession is ending and that employers aren't slashing jobs with the blunt instrument they used over the past two years, but many unemployed workers and college students have a question that can't be answered by upticks in the GDP, namely: Where on earth will the jobs be?

For this year's list, U.S. News examined the Labor Department's brand-new job growth projections for 2008 to 2018. We looked for occupations that will add jobs at an above-average rate over the next decade or so and those that provide an above-average median income.

We analyzed the data for jobs with enough bulk to make them worth mentioning. Since not everyone wants to be a nurse or an engineer, we looked for occupations in a broad range of categories. And since not everyone can go back to school for a doctorate, we included a broad range of educational requirements. We also considered, where possible, data on job satisfaction, turnover, and impending retirements,which crank up openings in jobs that may have only slightly above-average employment growth.

In the end, we found a list of 50 jobs that present some of the best opportunities for workers in five categories. In the science and technology field, jobs range from network architect to meteorologist. This category includes the fastest-growing occupation—with a 72 percent growth rate that far outstrips the 10 percent average across careers—of biomedical engineer. Biomedical engineers help develop the equipment and devices that improve or enable the preservation of health. They're working to grow cardiac tissue or develop tomorrow's MRI machines, asthma inhalers, and artificial hearts. Computer software engineers, on the other hand, are working to develop tomorrow's hottest video game—or missile system.

As the baby boomer generation ages, the healthcare industry will continue to offer some of the best opportunities for employment. Aside from better known—but still promising—careers such as registered nurse or veterinarian, there are slightly more under-the-radar careers that require less schooling, such as X-ray technician, lab technician, or physical therapist assistant. There are also promising occupations at the intersection of healthcare and education: school psychologist and medical and public-health social worker. Those drawn to teaching or to civic service might want to take a look at urban planning, firefighting, or special education.

There are plenty of promising jobs in the business and finance fields, although the opportunities have shifted a bit because of the economic shake-up. Consumers continue to seek the advice and experience of personal financial advisers, while investment banks, insurance companies, and fund management firms increasingly rely on the work of financial analysts, who gauge the performance, health, and value of companies in which a firm may want to invest. There are less well-known careers here, too, including cost estimator, a job critical to companies that need to price out projects before they start, and logistician, the unsung hero of global commerce who manages the supply chain.

Creative jobs often get short shrift as promising opportunities, given that competition can be fierce and interest high. However, there will be plenty of demand for technical writers, curators, and film and video editors. Some service jobs can also be easily overlooked despite the excellent opportunities they provide. Plumbers are the butt of plenty of jokes, but the career could be a great choice for someone who wants on-the-job training and has the needed physical stamina.

Likewise, employment of security system installers is forecast to jump 25 percent between 2008 and 2018. Sometimes, a recession shows you that the best jobs aren't the ones that grab headlines or dazzle strangers. Rather, they're the ones that offer a stable paycheck and a little satisfaction at the end of the day.

The list

1. X-Ray Technician

Demand for X-ray technicians is expected to grow as the massive baby boomer generation ages and increases demand for diagnostic imaging. Radiologic technologists and technicians held about 215,000 jobs in 2008, primarily in hospitals, and that number is expected to shoot up more than 17 percent to 252,000 positions by 2018.

2. Veterinarian

Employment for veterinarians is expected to grow by 19,700 jobs, or 33 percent, between 2008 and 2018.There aren't a lot of veterinarians—60,000 in 2008, according to U.S. estimates; 90,000 in 2008, according to industry data—and demand for vets is strong.

3. Meteorologist

Employment growth of meteorologists is expected to be faster than average. The occupation is expected to add 1,400 jobs between 2008 and 2018, expanding by nearly 15 percent.

4. Computer Software Engineer

Employment of computer software engineers is expected to swell by a whopping 295,200 jobs, or more than 32 percent, between 2008 and 2018. That rate is well above the average for all occupations, as companies continually integrate new technologies and design their own.

5. Firefighter

Job growth through 2018 is likely to be about 19 percent, which is above the average for all occupations. But there's a lot of competition for jobs, since firefighting is stable, government-supported work that often comes with a pension--and is recession-resistant.

6. Special-Education Teacher

Employment of elementary and preschool special-education teachers is expected to jump by 44,300 jobs, or 20 percent, between 2008 and 2018--well above average for all occupations.

7. Financial Adviser

Financial adviser is forecasted as one of the faster-growing occupations over the next decade, with a projected growth rate of more than 30 percent. The impending retirements of 78 million baby boomers is expected to create strong demand for advisory services.

8. Meeting Planner

Employment of meeting and convention planners is expected to grow faster than the average for all professions over the next decade or so. The number of jobs planners hold is forecast to jump 16 percent, thanks to the growing importance of meetings to increasingly global companies.

9. Funeral Director

Expect solid growth for funeral directors between 2008 and 2018. Employment should increase by 3,600 jobs, or 12 percent, over the 10-year period. However, the number of openings resulting from growth and replacement needs, particularly from retirements, will be three times as much.

10. Multimedia Artist

Employment in the multimedia arts, whether in film, advertising, or Web development, is expected to rise by 11,200 jobs, or more than 14 percent, between 2008 and 2018, boosted in part by the growth in mobile technology and in the production of 3-D animated movies.
